IBADAN, OYO STATE, NIGERIA – The Provost of the Federal College of Agriculture, Ibadan (FCAIB), Prof. Jonathan J. Atungwu, has reaffirmed the College’s unwavering commitment to transparency, accountability, and fairness in all procurement processes.
According to a statement e-signed and made available to StarTrend Int’l Magazine and Online Platform by Wilson Oyekemi, Head, Public Relations Unit of the College, Prof. Atungwu stated this on Monday, October 27, 2025, during the technical bids opening ceremony for the College’s 2025 capital projects, held at the College Auditorium. The exercise, organized by the College Tenders Board, was conducted in strict compliance with the Public Procurement Act of 2007.
In his address, Prof. Atungwu emphasized that he had no prior personal engagement with any of the bidders and urged all participants to see the process as a collective commitment to institutional integrity and progress.
He commended members of staff, particularly the College Management Team, the Procurement Unit, and the Provost’s Office, for their professionalism and dedication in ensuring a transparent and credible process.
“Through diligent evaluation, the College will ensure that only the most qualified contractors are selected to execute the 2025 capital projects”, Prof. Atungwu said.
The event was anchored by the Head of Procurement Unit, Engr. Dr. Oluwaseun Akinyele, who welcomed participants and observers, including the Chairman, Nigerian Society of Engineers (Ibadan Branch), Engr. Ayokunmi Ojedele; the Executive Director, Life Builders (NGO); and Assistant Chief Superintendent Ndukwe Oscar, representing the Independent Corrupt Practices and Other Related Offences Commission (ICPC).
Engr. Akinyele disclosed that 71 out of 78 invited bidders successfully submitted their proposals, which were carefully inspected, sorted, and officially opened in line with due process. The session concluded with the signing of the bidders’ register and the separation of technical from financial bids.
The 71 bids covered eight major project lots, including:
- Construction and provision of electricity and solar power systems for College facilities
- Construction and furnishing of an ultramodern library
- Rehabilitation and furnishing of halls, offices, classrooms, and laboratories
- Construction of an Agricultural Central Administrative Office Complex
- Renovation of students’ hostels
- Construction and furnishing of Animal Production Laboratories
- Construction and furnishing of the Engineering Building Complex
- Provision of computers and ICT facilities for College use
Several bidders commended FCAIB for ensuring a transparent and well-organized process, describing it as a model for public procurement integrity in Nigeria’s tertiary education sector.
The event was attended by key members of the College Management and Procurement Committees, including Prof. Jonathan J. Atungwu, Provost; Dr. Musiliu O. Adenekan, Deputy Provost (Administration); Dr. (Mrs.) Victoria E. Okpeze, Deputy Provost (Academic); Mr. Abimbade S. Abass, Registrar; Mr. K. M. Karunwi, Director of Audit and Mrs. Theresa Adeoye, Head of Bursary.
Also present were the immediate past Provost, Dr. (Mrs.) Elizabeth Augustus, and members of the Procurement Planning Committee, including Engr. J. A. Adebisi, Dr. O. E. Ayanfeoluwa, Mrs. Abimbola O. Ala, Engr. Dr. T. Ilori, and Engr. J. A. Ijadunola.
The 2025 Technical Bids Opening Ceremony marks another significant step in FCAIB’s commitment to infrastructure development, procedural transparency, and sustainable institutional growth.
